A distributor in New Castle County called in November with a problem that is more common than it should be: 140 containers, all out of regulated service on date, all with bottles that had done five or six fills of surfactant and looked it, all sitting on cages that were structurally in fine shape.
Their procurement system offered two options — buy new or dispose of them — because those were the two options anybody had ever quoted. The third option took four weeks and cost a third of the first one.
Intake and triage
The containers came in six loads across nine days. Every unit was photographed against its cage plate and logged to their account, because the whole point of rebottling rather than replacing is that they get their own assets back with their own serials.

Eleven failures out of 140 is about 8%, which is roughly what we see across any fleet of that age. Nine of the eleven were node corrosion at a corner column, which is consistent with everything we found when we went through our intake photographs two years ago.
The grid pattern problem
Three containers looked like 54-aperture cages from the customer's photographs and were actually a 60-aperture European build that had found its way into a North American fleet at some point. A 54-profile bottle in a 60-aperture cage does not obviously fail — it seats, it fills, it looks fine.
What it does is bulge slightly through the wider apertures and abrade against the tube edges over months. You get a wear line, then a thin spot, then a leak eighteen months later that everybody blames on the bottle.
The line
- Strip and log. Old bottle out, serial and plate photographed. Bottles go straight to the granulation line — 5,600 lb of HDPE from this job alone.
- Node inspection. Every welded intersection, all four corner columns, base rails at the fork pockets. This is where the eleven failures were found.
- Straighten. Six frames went on the hydraulic jig for bow in a vertical. Anything more than about an inch out of square is scrapped rather than straightened.
- De-rust and coat. Wire wheel, conversion coating, recoat. Surface oxidation only — structural rust means the cage is finished.
- Base decision. Seventeen composite decks had cracked at a corner and were replaced with steel.
- Bottle, profile-matched. Seated, then new 2-inch valve, new Viton gasket — this is surfactant duty, and we will come back to that — new fill lid, torqued to spec.
- Fill and hold. Every unit, no exceptions. Two failed on first test, both traced to a lid gasket seated proud, both corrected and re-tested.
- Photograph, wrap, stage. Serial-matched outbound photographs go back with the load.
Why Viton on a surfactant fleet
The customer's containers had come back with EPDM gaskets, several of which had gone soft. Their surfactant blends carry a nonionic fraction with some hydrocarbon character, and EPDM tolerates that poorly over a year under compression.
Viton added about $11 per unit to a $152 job. It is the sort of detail that never appears in a purchase decision and shows up two years later as a floor to clean.

Used replacements would have been marginally cheaper and much faster. They did not take that option because their containers are asset-tagged into a customer deposit scheme, and re-tagging 126 units and reconciling the database would have cost far more than the $1,764 difference. That administrative reality almost never appears in a procurement comparison and it is frequently decisive.
Against buying new
$39,438 saved and about 6.4 tonnes of CO₂e avoided, on a job that took four weeks and produced 5,600 lb of clean HDPE regrind as a by-product. The eleven scrapped cages went to a mill as 1,400 lb of steel.
Nothing from 140 containers went into the ground, which is the line the customer's sustainability team asked for and the one we could substantiate with weight tickets.
