IBC totes for municipalities, authorities and water districts

Public works departments buy containers the way they buy everything else — on a bid, against a specification, with someone auditing the result. What they rarely get offered is the reuse option properly documented, which is a shame, because it is usually both the cheaper bid and the better environmental line in the annual report.

Municipalities use IBC totes for emergency non-potable water supply, hydrant flushing, street-tree and streetscape irrigation, stormwater capture, de-icing brine storage and public works fluids. Food-grade stock is required for anything potable-adjacent; washed Grade B suits most other duty.

Emergency and potable-adjacent supply

For emergency distribution, shelter supply and livestock or wildlife provision, we supply food-grade containers with documented edible prior contents, new gaskets and new valves. We will state in writing what the container previously held.

For genuinely potable municipal supply — water intended for human consumption under a public water system — we will usually recommend new food-grade containers rather than used, and we will say so even though it is the smaller sale. The documentation burden on a public system is different in kind, and a used container complicates it for a marginal saving.

Brine, anti-icing and winter operations

Salt brine at 23% is 1.20 specific gravity, which puts a full 275 gallon tote at about 2,880 lb gross — right at the top of the rating, and past it for a 330. Brine totes should not be stacked and should be inspected at the cage nodes each season, because chloride and steel are not friends.

Washed Grade B stock is the right specification here. Brine is corrosive to the frame rather than the bottle, so the cage condition on intake matters more than usual, and we grade accordingly.

Bids, specifications and the reuse line

We are used to writing to a bid specification, and we are happy to supply the language that makes a reconditioned container acceptable where a specification was drafted assuming new. Usually that means stating the grade definition, the wash procedure, the leak test and the documentation supplied.

The other thing we supply is the diversion record — container counts, routing and avoided burden — which tends to be welcome in a municipality with a sustainability plan and not much in it that is both cheap and genuinely measurable.

None of them are exotic. All four cost far more than the container decision that caused them.

Avoid

Stacking brine containers

At 1.20 SG a full 275 is at 103% of its rated gross mass. It will not burst — it will bulge, distort the cage and fail the load path quietly.

Not inspecting brine cages annually

Chloride attacks steel preferentially at welded nodes. A looked-after brine tote runs five seasons; one that is not can lose the cage in two.

Assuming a bid spec forbids reconditioned units

Most specifications inherited the assumption rather than deciding it. Ask us for the language that lets purchasing compare properly.

Can a municipality use reconditioned IBC totes on a public bid?

In most cases yes, provided the specification permits reconditioned containers and the documentation requirements are met. Where a specification was drafted assuming new units without that being a deliberate decision, we will supply the grade definitions, wash procedures and test records that let a purchasing department evaluate the reuse option properly.

Are used totes safe for emergency drinking water?

For emergency non-potable distribution, food-grade used containers with documented edible prior contents, new gaskets and new valves are appropriate. For water intended for human consumption under a public water system we recommend new food-grade containers, because the documentation burden on a public system is different in kind and the saving does not justify the complication.

How should brine totes be managed?

Do not stack them — 23% brine puts a full 275 gallon container near its rated gross mass. Inspect the cage at the weld nodes each season, because chloride attacks steel preferentially at the welds. Rinse the exterior at the end of winter operations. A brine tote that is looked after runs five seasons; one that is not can fail the cage in two.

Yes — container counts, routing decisions, outbound weight tickets for recycled material and a calculated avoided-burden figure against a new-container baseline. It is the same pack our commercial fleet customers receive, and it is written to be filed rather than framed.

Intermediate bulk container — anything between a drum and a tanker, in practice 110–550 gallons on a forkliftable base.
Composite IBC
An HDPE bottle inside a welded steel cage on a pallet base. The 275 and 330 gallon workhorses.
Tare
Empty weight of the container: 125–135 lb for a 275, 140–155 lb for a 330.
Gross mass
Container plus contents. Most 275s are rated to 2,800 lb; exceed it and the bottle bulges rather than bursts.
Node
A welded intersection in the cage where load actually transfers. The correct place to inspect.
S60x6
The standard outlet thread: 60 mm OD, 6 mm pitch buttress. Hand tight only.
Prior contents
What the container last held, logged against the original label. The single most consequential fact about any used tote.
