IBC TOTESPA

Compliance reading

Every character on the plate, and what it obliges you to.

The marking on an IBC is dense, badly explained by most suppliers, and occasionally the difference between a legal shipment and a serious problem. It takes about four minutes to learn to read properly, so here it is.

Short answer

UN 31HA1 denotes a composite IBC for liquids with a rigid plastic inner receptacle in a steel outer casing. The full marking also encodes packing group, test pressure, gross mass, manufacture date and the approving country. The marking belongs to the assembly and typically carries a five-year service life for hazardous transport.

Life after the marking

An out-of-date container is not a scrap container.

This is where a lot of perfectly serviceable stock changes hands cheaply, and where a lot of buyers get good value.

When a UN marking expires, the container does not become unsafe — it becomes ineligible for regulated transport. A five-year-old composite IBC in good condition has most of its structural life ahead of it, and for static storage, utility duty, ag nutrient, site water and a hundred other applications the marking is irrelevant.

That distinction creates a large secondary market, and it is one of the reasons used containers are as cheap as they are. Chemical distributors cycle containers out of regulated service on date and sell them on; the buyer gets a nearly-new container for utility duty at a fraction of the price.

Two ways back into regulated service

  1. Documented reconditioning and re-marking. Cage inspection, verified or new bottle, assembly test, re-mark. We do this; it is priced per unit and it is only offered where the container genuinely passes.
  2. Rebottling with re-certification. New bottle into an inspected cage, built and documented to the standard from the outset rather than retrofitted. Tell us at quote time so it is built that way.

Marking questions

Codes and validity.

UN markings — FAQ

What does UN 31HA1 mean?

Reading it in parts: 31 is a composite IBC for liquids; H is plastic as the inner receptacle material; A is steel as the outer casing; and the final 1 denotes a rigid inner receptacle. Together the code identifies a rigid plastic bottle inside a steel cage, approved for liquid service. A 31HA2 would be the same arrangement with a flexible inner receptacle.

How long is a UN-marked IBC valid?

For hazardous liquid transport the assembly typically carries a five-year service life from the date of manufacture, with periodic inspection requirements inside that window. After it expires the container must be reconditioned, re-tested and re-marked to continue in regulated service, or it moves to non-regulated duty. A great many perfectly sound containers exit regulated service on date alone.

Does the marking belong to the bottle or the cage?

The assembly. That is why informally swapping a bottle invalidates a marking, and why a documented rebottle with a re-test can carry one. Anyone who tells you the marking follows the cage, or follows the bottle, has misunderstood the object being certified.

Can I transport a hazardous liquid in an unmarked IBC?

No. If the material is regulated for transport, the packaging must be marked and within its service life, and the marking must be legible. An illegible plate is functionally an unmarked container. That is not a technicality anybody enforcing it will be flexible about.

Vocabulary, in twelve lines

IBC
Intermediate bulk container — anything between a drum and a tanker, in practice 110–550 gallons on a forkliftable base.
Composite IBC
An HDPE bottle inside a welded steel cage on a pallet base. The 275 and 330 gallon workhorses.
Tare
Empty weight of the container: 125–135 lb for a 275, 140–155 lb for a 330.
Gross mass
Container plus contents. Most 275s are rated to 2,800 lb; exceed it and the bottle bulges rather than bursts.
Node
A welded intersection in the cage where load actually transfers. The correct place to inspect.
S60x6
The standard outlet thread: 60 mm OD, 6 mm pitch buttress. Hand tight only.
Prior contents
What the container last held, logged against the original label. The single most consequential fact about any used tote.
Rebottle
A new HDPE bottle fitted into an inspected existing cage — virgin interior, 38% less embodied carbon than new.
Food grade
FDA-compliant resin plus an edible-only prior history plus a documented wash. All three, together.
UN 31HA1
Marking for a composite IBC approved for liquids. Belongs to the assembly and carries a service life.
Regrind
Granulated recycled HDPE. Post-industrial IBC regrind goes to pipe, conduit, pallets — never food contact.
Avoided burden
Environmental cost that did not occur because a container was reused instead of manufactured. Not an offset.
